This little guy has a 25% drop chance from a rare spawn in Nazjatar, Rockweed Shambler. Getting it to spawn requires laps of Nazjatar killing Lost and Wayard Algans hoping a Shambler will spawn in one's place. Took me about a week and a half of wiping out Algans several hours a day, and 6 Shamblers for my Budding Algan to drop. Worth it, but can be a bit boring so taking breaks to do new content and/or combining Algan genocide with the Undersea Usurper meta achiev broke up the monotiny. He will often conjure up a fireball and throw it at a nearby critter!
